John Simeon Colebrook Elkington (1871–1955) a leading advocate of public health in Australia. He pioneered programs for checking the health of schoolchildren and the federal quarantine service. From 1890 he studied medicine at the University of Melbourne but failed in his examinations. He later qualified as a licentiate at Edinburgh and Glasgow in 1896.〔
